David A. Bundy, President and CEO, was tapped for the leadership post on June 30, 2000, at a pivotal moment in CHS' 100-year history. Under his leadership, CHS played a key role in the dramatic reform of Florida's child protection system, as the State of Florida privatized foster care and related services. Prior to joining CHS in 1988, Dave served as the Director of the Division for Children and Youth Services for the State of New Hampshire, Executive Director of the City of Manchester Office of Youth Services and Elementary Guidance Coordinator for Merrimack Valley School District in Penacook, N.H. Dave serves as Chairman of the Board for Florida Coalition for Children Foundation, and he's a member of the Boards of Directors for Taxwatch and Associated Industries of Florida. A presenter at Georgetown University duPont Executive Institute for the past two years, Dave earned his Master's Degree in Counseling from the University of New Hampshire and his Master's Degree in Business Administration from Rollins College.

Matt Baker, Director of Information Services and Data Analysis, played a key role in the development of information systems for both the public and private sectors, ranging from client service application development to Web-based enterprise solutions. A seasoned systems professional, Matt's interest in child welfare technology and solutions began in 1998 during his service with Department of Children and Families, Alcohol Drug Abuse and Mental Health Program Office. Since joining CHS in 2003, he has successfully developed and maintained the fosterTRACK™, caseTRACK and caseTRACK/Florida applications and support program.

Kathryn Brohl, Director of Research, Training and Continuing Education, is a licensed marriage and family therapist with more than 35 years in social services leadership and expert roles as Executive Director, Psycho-Therapist, Expert Witness, Consultant, National Lecturer and Author. She has authored five books, including two bestsellers and the first book written for parents of molested children. Kathryn's most recent book, "The New Miracle Workers" is dedicated to child welfare workers. As a member of the CHS team, she has developed and implemented best-practice products and training.

Liz Bruner, Vice President of Development and Communication, coordinates corporate communications and supports the efforts of CHS' boards and development departments statewide. She initially joined CHS as Director of Development for the Central Florida Division in 2001. In her 17 years as a communications and development professional, Liz has served Florida Hospital Foundation, Orlando Science Center, Heart of Florida United Way Center for Community Involvement and Orange County Historical Society and Museum.

David Congdon, Corporate Director of Operations and licensed clinical social worker, earned his Ph.D. from Case Western Reserve University. He has extensive experience in child welfare, mental health and substance abuse gained through roles in management, research, academia and service delivery, and he has been with CHS since 1995. David has been published in "Journal for Sociology and Social Work," "Journal of Social Service Research," and "Visual Arts Research." During his CHS tenure he has successfully developed new grant and contract resources through cutting edge initiatives.

Larry Lowe, Director of Planning, Research and Evaluation, has more than 30 years of social service experience as a caseworker, supervisor and administrator. He worked for 10 years in the mental health and substance abuse fields, and the remainder of his career has been in public and private child welfare. At CHS, Larry has played a key role in public policy dissemination, regulatory oversight, contracting, program evaluation, research, data analysis and technical writing.

Allison Metcalf, Director of Research, Evaluation and Continuing Education, has more than 34 years of experience in child welfare, mental health and juvenile justice program development, management, research, evaluation, teaching and direct clinical practice. She has worked on several national projects, including her service as Coordinator of a Leadership Symposium at the Carter Center in Atlanta and as a member of the evaluation team for the Alabama child welfare reform initiative. Prior to her current post, Metcalf served as Executive Director of CHS' South Coastal Division based in West Palm Beach.
